The Team

The PersonnelPlus team is comprised of highly experienced members who serve the Athens County Board of Developmental Disabilities by assisting individuals in finding, securing, and maintaining employment throughout Athens County. It is their mission to diversify the business community and enhance the lives of the individuals they serve.

Doug Mitchell, Employment Options Director

 Doug is the Employment Options Director for the Athens County Board of Developmental Disabilities.

Doug recently returned to the Athens County Board of Developmental Disabilities from a position with the Fairfield County Board of Developmental Disabilities. Before going to Fairfield County, Doug worked for nearly 14 years in the field of community employment in Athens County, spending nine years as the Director of PersonnelPlus Employment Services. Doug helped reshape the organization to become a leading community employment program in Ohio by making it more business focused and offering a variety of training and         employment services for workers with disabilities.

In 2013, Doug took a position with the Fairfield County Board of Developmental Disabilities as the Manager of JobFusion.  Doug’s oversight included training and employment services, as well as special training programs such as; Project SEARCH at Fairfield Medical Center, Project SEARCH at Designer Shoe Warhouse (DSW) in Columbus, and Project SEARCH DiscoverU in the River Valley Mall in Lancaster, Ohio.

Doug’s work in the DD field has been recognized on both a state and national level by the Association of People Supporting Employment First. Doug is involved with the Governor’s Employment First Initiative and is the 2015-2016 APSE Vice President for Ohio. Doug graduated from Ohio University with a B.A. Degree in Political Science with an emphasis in Public Administration.

Karen Hynes, Administrative Specialist

Karen joined the PersonnelPlus team in July 2008.

Karen is a graduate of Athens High school, attended Hocking College and has more than 32 years of secretarial and customer service experience.   Karen has an extensive background in working with people from diverse backgrounds. Previous to coming to PersonnelPlus, Karen worked for Athens County Children Services, Peoples Bank, and Ohio University.

Karen is an Athens County native, an active member of her church where she holds the offices of Elder and Records Manager.  Karen is also a huge animal lover. Karen has two children with her husband Patrick.  In her free time Karen likes to spend time with her family and watching football.

Amy Fronek, Administrative Assistant

Amy worked at Atco, Inc. for seven years and began working at PersonnelPlus more than three years ago.  

Amy was born in Lancaster, Ohio but moved around while growing up due to her dad’s job.  The family moved back to Ohio nine years ago.  Amy received her Associate’s Degree from Hocking College.  

Amy and her children, Sydney and Tyler stay busy with Marching Band and sports.  Amy is a true Buckeye and loves the Cleveland Browns.  She enjoys spending time with her family and would love to vacation at Traverse City, MI or Disney World.

Angela Carter, Job Developer

Angela has over seven years of experience and most recently was the Job Developer/Program Assistant for The Employment Connection in Hocking County.

Angela graduated from Logan High School and has a Bachelors of Arts in Applied Behavioral Science from Ashford University, Clinton IA.  

Angela lives in Logan with her three children.  In her spare time she enjoys horse riding, attending her children’s events and being outdoors.  

Marcus Dobro, Job Developer

Marcus comes to us from CIELO Talent Acquisition.  Marcus was the interview facilitator for corporations such as RJ Reynolds and Asurion.  Marcus prepared candidates for interviews, reviewed resumes, completed practice interviews,  practice Do’s and Don’ts as well as prepared the employers for the interview.  Previous to CIELO, Marcus managed in large retail stores for over a decade.  Marcus and his wife relocated from Cleveland and they look forward to contributing to their new community.

Heather Clemons, Training Coordinator

Heather is a lifelong Athenian, a graduate of Athens High School and Hocking College where she received her degree in nursing. Heather previously worked for Planned Parent Hood as the Health Center Manager in Athens. Heather has also been the assistant cheerleading coach for Athens High School for four years and head coach for one. Heather is very active in the community and helps run the Athens Sand Lot concessions.

Heather and her husband have three daughters.  Heather spends a lot of time traveling not only around Ohio but to other states for her daughters’ cheer competitions and sports tournaments.  Heather loves going to the beach and traveling.

Sue Orth, Training Coordinator

Sue joins PersonnelPlus as of January 2, 2019.  She took a new position after working at Atco for 17 years where she starting her career as an Adult Service Aide and was working as a Community Inclusion Specialist when Atco closed.

Sue has two children and two grandchildren.  In her spare time Sue likes to paint. 

Jona Moberg, Employment Support Coordinator

Jona has worked as a Job Developer and Job Trainer before becoming the Employment  Support Coordinator in 2018.  

Jona is originally from Albuquerque, New Mexico but has lived in Ohio for 30 years with the last 19 years being in Athens where she has raised her family.  Jona was also an Investigative Agent for SOCOG before her current position.  

Jona has two children, who are now adults, and spent many years supporting and volunteering in their schools, sports and community activities.  Jona has stayed very active in the Athens community including volunteering for the Survivor Advocacy Outreach program.  

In her spare time, Jona loves cooking, music and traveling as much as she can.  

James Friihauf, Job Trainer

James worked for PersonnelPlus in 2006 as a Contract Supervisor then went into the healthcare profession for nine years.  James rejoined the PersonnelPlus team in 2016 as Job Trainer. 

James is a graduate of the Winchendon School in Winchendon Massachusetts and the STNA Program at Tri-County Adult Career Center in Nelsonville, Ohio. 

James is a native of Ohio and lives in Nelsonville with his wife, Tammie.  James and his wife are huge cat lovers and in his spare time he enjoys music, science and computers.  


Steven Westfall, Job Trainer

Steve is the newest member of the team having started May of 2019.  Steve was already familiar with PersonnelPlus  when he received services a couple years ago.  When a vacancy opened, Steve applied and was hired.  

Steve was home schooled through American School and worked for eight years as an installer for Quality Window Systems.  In addition to being an installer, Steve has retail and customer service experience. 

Born and raised in Athens, Steve is a self-proclaimed nerd who loves Star Wars, Star Trek and Lord of the Rings to name a few.  He likes 80’s music, playing the drums and reading both fiction and non-fiction history novels.  Steve is very involved with his church and enjoys helping people in the community.
